Shocking CCTV shows people fleeing for their lives as the attacker rampaged outside shops in the city.
Footage shows him running by a pavilion and throwing something away before he was shot dead.
At least two people are fighting for their lives, while another five were hospitalised in the stabbing spree, authorities said.
However witnesses claimed that the number of victims could be much higher.
The attacker was originally named as Bobichel Abdurakhmanov but his 'real name' was later reported by Mash, a media seen as close to law enforcement sources, and quickly reported by mainstream Russian news sources, including state media.
There was no immediate separate confirmation from the authorities. Gadzhiev was from Khasavyurt town, and it was unclear why he was in Surgut.
He was reported to be a supporter of Zenit St Petersburg and Manchester United football clubs.

His behaviour was sometimes described as 'strange' but he was not registered as a person with 'mental problems', according to unidentified locals.
Earlier the Russian Investigative Committee said it was looking into 'his possible psychiatric disorders'.
But local news agency, Surgut Inter Novosti, suggested the violent attack was larger than the authorities had initially revealed.
'According to witnesses, unknown people threw a Molotov cocktail bottle inside 'Severny' shop, then they attacked a woman with an axe near a cash machine.
'More than 10 people with injuries have been taken into emergency care.'

Australia Charges 3 Sunnis with Arson Attacks on Shiite Mosque…

Three men are expected to be charged with committing an “Islamic state-inspired” arson attacks on a Shia Islamic centre in late 2016.
A 29-year-old man from Meadow Heights, in Melbourne’s north, was arrested late last night by officers from the special operations group and was remanded in custody.
It will be alleged that the man and two others, who are currently in custody and awaiting trial for planning a terrorist act on Christmas day in 2016, caused two serious fires at the Imam Ali Islamic Centre at Fawkner, in November and December of 2016.
The three will be charged with committing a terrorist act over the fires because it is a Shia centre and it was alleged that those who committed the attack were members of an “extremist Sunni ideology”.
“In terms of the charges being led today, we’re not saying these are just arson attacks,” Assistant Commissioner Ian McCartney, of the Australian Federal Police said.
“What we’re going to allege is that these were Islamic state-inspired attacks.
“They were inspired and designed to influence, put fear into a particular group in the community.
“These are significant and serious charges and carry a maximum penalty of life in prison.”
Assistant Commissioner McCartney said there was a “strong influence” behind the attacks from Islamic State.
Victoria Police Assistant Commissioner Ross Guenther said the impact of the attacks on the Shia Muslim community were significant.
“It interferes with the whole process of social cohesion that we so heavily promote,” he said.
“So I think if you look back at the methodology behind ISIS, it’s really about separating, it’s about being divisive. That’s very much what this was intended to be.”
Assistant Commissioner Guenther said they were not aware of any other threat to that community at the moment.
All three men are expected to be charged later today and if convicted, they face a maximum penalty of life imprisonment.

An eye-witness said the woman had bravely stepped in to reason with the man as he attacked nearby property during the rampage.
A man was arrested at the scene – around three miles from Newcastle city centre – and taken into custody.
It is understood the incident was linked to a domestic feud.
A Northumbria Police spokesman said no-one had been injured in the disturbance and enquiries are ongoing.
False social media reports stated the man had been shouting ‘Allah’ and police stressed the incident was in no way terror-related.
A spokesman said: “At around 10.50am this morning police received reports of a man causing trouble on Hexham Avenue in Walker, Newcastle.

Saudi Cleric: We are at War with Jews, Not Just Zionists…

In a lecture titled "Who Will Liberate Al-Aqsa," Saudi cleric Sheikh Mamdouh Al-Harbi said that the Muslims' war is with the Jews and not just with Zionists and that saying otherwise "constitutes a denial of the words of Allah and of the Prophet Muhammad." The lecture was posted on Al-Harbi's YouTube channel on July 26.

Sheikh Mamdouh Al-Harbi: "The Prophet Muhammad foretold that we would kill the Jews. He foretold that we would kill the Jews. Let nobody claim [that the Prophet talked] about us killing the Zionists. Anyone who claims that our war is with the Zionists rather than the Jews is mistaken. This constitutes a denial of the words of Allah and of the Prophet Muhammad. Our war is with the Jews, not [just] with the Zionists, even though the Zionists are among the most dangerous kind of Jews. But the war is with the Jews. What Allah said in the Quran, and what the Prophet Muhammad said in the true Sunna... The Prophet did not say: 'the Zionists.' He said: 'the Jews' – even though the Zionists are among the worst of them. So I say: Our war on Judgement Day will be with the Jews.

[...]

"The Prophet Muhammad said: 'Judgment Day will not come until the Muslims fight the Jews. The Muslims will kill them, and the Jews will hide behind stones and trees.'

[...]

"'The stones and trees will say: "Oh Muslim, oh servant of Allah..."' Pay attention now: '"Oh Muslim, oh servant of Allah, there is a Jew behind me. Come and kill him."' The Prophet said: 'Except for the Gharqad tree, which is the tree of the Jews.' The Gharqad tree is an ugly tree, full of thorns. That tree will not speak because it is with the Jews."
